'11 ' 1111"' MAYOR'S CONSENTS s Mayer Moore presented a'Suggestion Award'to George Hancock of the Water Department for his suggestion that locks be placed on the 11 water turn-off valves. This will save the city approximately$808 each year. 1?!. orin pjeran, Navy Homeporting Coordinator, said that hi. He thanked the Mayor and the council for the opportunitY to sst ' work with them and for all their support and help. He then introduced Capt. Bob Baril,U. S. Navy Ret. of 4619 79th Place S.M., Mukilteo, who has been unanimously selected as the Executive Director of the Everett Snohomish County Impact Coordinating Council. (ESCICC) Capt. Belli said be was looking forward to working with the city a.felhe could be helpful with sist his years of experience with the navy. maCCC Moore asked Claire Olivers to bring the council up to date on the sewer lagoon. Mr.°livers said the DOE has new guidelines which will not allow for expansion of the sewer lagoon system. Staff is meeting with DOE today in an endeavor to find out more information. Such as whether the city can continue to use the present lagoon and s,s' perhaps build another in the south end of the city or if it will have to be closed,etc. President Gipson asked if any city people had been able to testify on the new regs explaining the cost to the city, etc. and Mr. °livers replied no,it Was strictly DOE staff. Sruce Jones, City Attorney, recommended the elected officials exhaust every possibility to prohibit this regulation becoming a law. s Councilman Stephenson said if the DOE people don't want to talk aerOas the table,they should have to talk through the courts. He thought the city should legallY°hall...the interPretation befere 10,1, 1 it becomes a NAC. Mayor Moore said if this regulation does go into effect, it will stop economic development as the city will be prohibited from s a f issuing any permits. 1,11" CODICIL cOmmENTS , Councilman morrow commented on the PSCG retreat he had participated in and the opening of the new jail.
