The concernat that meeting was to see 14 <br /> some special c nsideration should be given to the local finalist, <br /> Trepaniex Engineering over the Public Works recommendation of the 'I <br /> firm of HNTB. Councilman Niva stated that there 5n consensus as <br /> to a solution as it pertains to this design consultingagreements <br /> Councilmeober Niva stated that the guidelines for selection of a <br /> consultant have a 108 value for location in the greater Puget Sound <br /> This may need to be reviewed and a different value be given <br /> for Ba local Everett firm. <br /> Claire Olivers, Public Works stf, ported that the Public Works <br /> fora then Gesignstf Tie"Navy d afsevrNTrefoce main assuthey9 naveeSteen <br /> involved in the previous design work on the other portion of the <br /> main. As ar ompromise, the department would consider splitting the <br /> jab into two portions, the force main design and the gravity line <br /> work. They recommend HNTB for the force main design and Trepaniex <br /> for the gravity line work,which is theix,area of expertise. <br /> Moved by Councilman Morrow,seconded by Councilman Pope to authorize <br /> the Mayor to negotiate a consulting agreement with Trepaniex <br /> Engineering for design of the Navy sewer force main. <br /> Councilman Marrow stated that a local firm should be given the <br /> greatest consideration as they contribute to the community, in the rfi <br /> tax structure and the employment base. As repanleis equally <br /> qualified to do the work, he recommends authorizing S izing the agreement <br /> with them. <br /> President Gipson stated that a usable and clear system is in effect ' ' <br /> and e difficult precedent may be set r4 the consultant la changed <br /> against the recommendations of staff. He stated he as in favor of <br /> using local firms whenever possible but nott the expense of <br /> changing workable and agreeable system in a the middle of a <br /> seleclon.a <br /> 49 <br />
