Upon roll call it was found <br /> that Mayor Moore and all councilmembers were present. <br /> Minutes of the meeting held Aug.16,1989 were approved as printed. <br /> MAYOR'S COMMENTS <br /> ,. <br /> Mayor Moore said staff has been working for several years to upgrade <br /> the zoning code and the Planning Commission is about three fot.mthe <br /> of the way through that process. He suggested that beginning in <br /> September,several three hour sessions be set up to bring the <br /> segments to the council to expedite the process and to concludeearly this <br /> before the end of the year. <br /> Zem:fgrAn'IntIrre=gegeWtoutihde Work With <br /> Community <br /> COUNCIL COMMENTS <br /> Councilmember Morrow reviewed the future of the Puget Sound Council <br /> of Governments. He said a review task force has worked for six tt., <br /> months on a proposal that would change the scope and <br /> responsibilities of the PSCG, He said they stated the PSol as it is ilf <br /> now constituted should not continue operation. There is a need for , <br /> a regional planning agency with responsibility for preparing <br /> multz-county policies and the authority to ensure [he local <br /> po ies. A regional agency should be <br /> ?=:ret=h1Meerer:.:Potnharbeili4tcfor planning, policy setting and <br /> resource allocation for transportation, and in the future for such <br /> other regional matters as deemed appropriate by the State <br /> Legislature. He reviewed the recommendations the committee had made <br /> and asked the council to speak with his following the meeting if <br /> they had any questions. <br /> 1 4 <br /> President Nava said she had presented diplomas to',kids at risk.at <br /> the Sno-Isle Skill Center who had been through a summer program <br /> where they had participated in 90 hours of somewhat vocational and <br /> somewhat academic school things to keep them in school. She thought <br /> that these kinds of programs were a crime prevention kind of progzam <br /> by keeping the kids out of trouble. <br /> CITIZENS COMMENTS <br /> Michelle Miner of 2406 Oakes complained of gang were being held at <br /> Clark Park. She said from 10 p.m. until about 6 a.m. there were <br /> fights,yelling of foul language and speeding cars around the park. <br /> Several people had been taken to.the hospital and although she <br /> called the police, she understood.that they had a large area to <br /> cover and were not always available. She asked if there could be <br /> some type of blinking lights and a marked crosswalk at the <br /> intersections around the park as there were many children crossing <br /> to the park and this might slow down the traffic. <br /> . , <br /> Mayor Moore said he would look into this and call her. <br /> ... <br />
