A28 October 25,1989 The regular meeting of the Everett City Council was called to order at BOO a.m., October 25, 1989 in the Council chambers of the Everett City Hall,President Niva presiding. Upon roll call it was found that Mayor Moore and all councilmembers were present except Councilmember Diamond who was excused. Minutes of the meeting held October 18, 1989 were approved as printed. MAYOR'S COMMENTS Mayor Moore introduced Marilyn Abel, Administrative Assistant to Everett Community College President, who is serving as Honorary Mayor for the Day. PROCLAMATIONS nr.,Mc=e and Mayor Abel proclaimed November, 1989, as ':5'TIZTeNoavedmbeorn37198VTE,:::ttp%cml=27.1:::'Week.""b" CERTIFICATE OF APPRECIATION Honorary Mayor Abel presented Mayor Moore a Certificate of Appreciation on behalf of Everett Community College, for his outstanding leadership and support. COUNCIL COMMENTS Councilmember Overstreet reported on an Intergovernmental Relations conference regarding the change in the type and number of arrests, the impacts on the jail systems due to these changes and also the significant financing impacts on local governmental entities these changes are causing. Local governments need to be cognizant of future financial impacts and these factors should be reviewed in the ongoing City budget process.
