Q SIB <br /> October 2,1991 <br /> The regular meeting of the Everett City Council was called to <br /> order at BOO a October 2, 1991 in the City Council <br /> Chambers of the Everett City Hall, President Morrow presiding. <br /> Upon roll call It was found that Mayor Cinch, Councilmen <br /> Gipson,Overstreet, and Councilman Pro Tempore Bradford Cattle <br /> were present. Bradford Cattle is filling in for the extended <br /> excused absence ofcilman Ed Diamond, today only. <br /> Councilmen Moser,Anderson,Diamond and Pope were excused. <br /> • Donna Rider, City Clerk, administered the Councilman Pro <br /> Tempore oath of office to Bradford Cattle. <br /> The minutes of the September 25, 1991 City c 19011 meeting a <br /> September 26, 1991 special City Council meeting cede approved <br /> as printed. <br /> MAYOR'S COMMENTS <br /> Mayor Cinch reported that requests from the Bayside <br /> Neighborhood group,businesses, and citizens have prompted that <br /> en aggressive approach to Congregating youths in the downtown <br /> area be taken. The bench umbrella on Colby,currently used as <br /> a gathering point,will be transformed into a planting area. <br /> PROCLAMATIONS <br /> National Mental Illness Awareness Week <br /> The week of October 6-12 was proclaimed National Mental Illness <br /> Awareness week by the Mayor. Jack Bilsbaugh representing <br /> Snohomish County Advocates for the Mentally III accepted the <br /> proclamation. He announced <br /> need that the Advocates for the Mentally <br /> I11 will be sponsoring a health walk in mid-November. <br /> ( Let's Talk-Be An Askable Parent • <br /> The month of October was proclaimed"Let's Talk-Be An Askable <br /> Parent"promoting pregnancy prevention by vapor Kinch. <br />
