132 <br /> April 15,1992 <br /> The regular meeting of the Everett City Council was Called tc <br /> order at 7:00 p.m., April-15, 1992, in the City Council <br /> Chambers of the Everett City Hall, President Gipson presiding. <br /> Upon x011 call It was found that Mayor Kinch and all councilmen <br /> were present except Councilman Anderson who was excused. <br /> The minutes of the April a, 1992 City Council meeting were <br /> approved as printed. <br /> MAYOR'S COMMENTS <br /> PROCLAMATION <br /> Mayor Kinch presented a proclamation recognizing Don Uglem for <br /> his many <br /> years of service to the Boys and Girls Clubs of <br /> Snohomish County. <br /> EMPLOYEE OF THE MONTH <br /> Mayor Kinch presented Fred Brevik the Employee of the Month <br /> Award TOO April 1992. <br /> CASCADE COMMERCIAL CONTRACTORS REPORT <br /> Mayor.:,Kinch reported on the progress to•reach a agreement to <br /> allow payment to the subcontractors a the Sewer,Utility <br /> Building remodel. He stated that joint checks t0 the sub <br /> contractors and Cascade Commercial w e prepared on Friday and <br /> Cascade Commercial refused to sign without private negotiations <br /> with the subs. The attorney for cascade commercial and the <br /> City Attorney...have:had discussion today and the following <br /> points have been presented: <br /> 1. The City will keep control Of the checks <br /> 2. Cascade Commercial can <br /> meet with the subs and to <br /> negotiate an agreement <br /> 3. When they have reached an agreement,the City will <br /> then release the checks for endorsement <br /> The Mayor stated that resolution of this matter must happen by <br /> April 21, 1992 and that a signed agreement will be received <br /> from the.contractor:agreeing to this process. <br /> C\ <br />
