ORDINANCE NO. 3766-20 <br /> AN ORDINANCE ESTABLISHING REGULATIONS FOR FLOOD DAMAGE PREVENTION, REPLACING <br /> THE RECENTLY ADOPTED ORDINANCE 3759-20, INTERIM REGULATION FOR FLOOD DAMAGE <br /> PREVENTION. <br /> WHEREAS, the City Council finds the following: <br /> 1. The City of Everett has several areas within the City that are subject to periodic flooding <br /> or have the potential to experience damages from flood waters during storm events. <br /> 2. The City of Everett participates in the National Flood Insurance Program (NFIP) so <br /> properties in Everett remain eligible for flood insurance. <br /> 3. The Federal Emergency Management Agency (FEMA) periodically updates Flood <br /> Insurance Study for Snohomish County, to provide more accurate information <br /> concerning flood risks and impact, including properties located in Everett. <br /> 4. FEMA has established a deadline of June 19, 2020, for local jurisdictions to adopt <br /> revised flood damage prevention regulations to minimize the potential for damages <br /> from flood events. <br /> 5. The City's current interim flood hazard regulations became effective on June 12, 2020. <br /> 6. A public hearing with the Planning Commission was held on June 16, 2020 on this <br /> Ordinance.This hearing was held within sixty (60) days of the adoption of the Interim <br /> Ordinance to hear and consider public comment as required by RCW 36.70A.390. <br /> 7. The Interim Ordinance automatically expires after a period of six months, unless <br /> extended as provided by statute or otherwise superseded by action of Council, <br /> whichever occurs first under the authority of RCW 36.70A.390. <br /> 8. FEMA has adopted new Flood Insurance Rate Maps that change the areas in Everett <br /> that are expected to be vulnerable to damages from flood events. <br /> 9. A new set of Flood Damage Prevention regulations have been proposed by FEMA for <br /> local jurisdictions to use to implement the requirements of the NFIP. <br /> 1 <br />
