• <br /> RESOLUTION NO. 6184 <br /> A Resolution Regarding the Disposition of the Oswald Army Reserve Center Property <br /> WHEREAS, the Department of Defense declared the Oswald Army Reserve Center <br /> property located at 1110 Rainier Avenue surplus through the Base Re-Alignment and <br /> Closure (BRAC)process; and <br /> WHEREAS, BRAC encourages local government agencies with land use planning <br /> authority to act as the Local Redevelopment Authority (LRA)to conduct the planning <br /> process for the reuse of surplus military facilities; and <br /> WHEREAS, the Everett City Council adopted a resolution requesting the Department of <br /> Defense, Office of Economic Adjustment, to recognize the City as the LRA; and <br /> WHEREAS,the Office of Economic Adjustment did recognize the City as the LRA; and <br /> WHEREAS,the City issued a Notice of Availability(NOA) for the Oswald Army <br /> Reserve Center on May 16, 2008; and <br /> WHEREAS,the City received three Notices of Interest from proponents interested in <br /> obtaining the property for specific uses; and <br /> WHEREAS,the City conducted a review of the three proposals, including review by an <br /> ad-hoc citizens committee and also by the Planning Commission; and <br /> WHEREAS, during the review of the three proposals, two of the proponents withdrew <br /> their Notice of Interest, leaving only Domestic Violence Services, as the remaining <br /> proponent for the reuse of the Oswald Army Reserve Center property; and <br /> WHEREAS, the proposal from Domestic Violence Services is to use the property for an <br /> emergency shelter for victims of domestic violence, offices for the services Domestic <br /> Violence Services provides to its clients throughout Snohomish County, and, in <br /> partnership with the Everett Housing Authority, for a 20 unit transitional housing facility; <br /> and <br /> WHEREAS,the proposed use of the property to provide emergency shelter for homeless <br /> individuals and families in Everett and Snohomish County, and services to victims of <br /> domestic violence, and transitional housing for clients to move from the emergency <br /> shelter to more long-term housing complies with the BRAC requirements that the LRA <br /> address the needs of homeless individuals in the community; and <br />
