ti 1 <br /> ORDINANCE No. 3082 . <br /> . N ORDINSTTCE providing for the improvement of Baker Avenue <br /> from 16th Street to the North property line of l5th Street by <br /> paving with Portland cement concrete pavement, including as a part <br /> of such work the installation of all needed surface drainage ; <br /> construction or reconstruction of all sewers , side sewers, water <br /> mains and hydrants with the necessary appurtenances; construction <br /> or reconstruction of all concrete curbs and sidewalks where <br /> necessary; grading or regrading as may oe necessary, and doing <br /> all other work as may be necessary in connection therewith to make <br /> a complete improvement , in accordance with a majority petition <br /> therefor; creating an assessment district ; creating a local improve- <br /> ment district fund therefor; providing that fifty percent of the <br /> cost of that portion of the improvement involving grading, construction <br /> of curbs and gutters, togetner with the necessary drainage appurten- <br /> ances and engineering expenses shall be paid by funds from the <br /> Washington State Development Board, providing that the cost of that <br /> portion of the North half of the 15th Street intersection not paid <br /> for by funds from the Washington State Development Board shall be <br /> paid by the City of Everett , and the balance of the cost of said <br /> improvement shall be made by special assessment on the property in <br /> said district under the mode of payment uy bonds. <br /> • <br /> WHEREAS, there has been heretofore filed with the City 4 <br /> Council of the City of Everett a petition signed by the owners of <br /> more than seventy-five percent of the lineal frontage upon the <br /> improvement and seventy-five percent of the owners of the area of <br /> the property within the district requesting that such limitation <br /> of assessment be raised to not to exceed the actual value of the <br /> real property, exclusive of improvements thereon, within the dis- <br /> trict according to valuation last placed upon it for the purposes <br /> of general taxation; and <br /> ,TEREAS the said petition has been referred to the <br /> Commissioner of Public : ork_s to be examined by said Commissioner <br /> and the City Engineer, and the Commissioner of Public Works has <br /> filed with the Oity Council all data and information required by <br /> law; and <br /> W BEPEt,S, said Commissioner of Public Works has recommended <br /> to the City Council that said improvement petitioned for be made , <br /> and it appearing to the City Council that the public health, con- <br /> venience and necessity require that such improvement be made. <br /> NOW, TITEREFORE , TEE CITY OF EVEPETT DOES ORDAIN: <br /> Section 1; That Baker iivenue from 16th Street to the <br /> North property line of 15th Street be improved by paving with <br /> Portland cement concrete pavement , including as a part of such <br /> work the installation of all needed surface drainage ; construction <br /> or reconstruction of all sewers , side sewers, water rains and hydrants <br /> with the necessary appurtenances; construction or reconstruction of all <br /> concrete curbs and sidewalks where necessary, grading or regarding <br /> as may be necessary end doing such other work , as may be necessary <br /> in connection therewith to make a complete improvement , all accord- <br /> ing to the plans and specifications prepared under the direction of <br /> the City Engineer, which plans and specifications are hereby adopted <br /> and approved. <br />
