AN ORDINANCE pro viding for the improvement of the alley East of Smith Street from 37th Street South to City Limits; 37th Street from alley East of Smith Street East to Great Northern Railway Company' s right of way; and Great Northe n Railway Company' s right of way from 37th Street to 36th Street by the installation of a sewer and its necessary appurtenances E and doing all work necessary to make a complete improvement; creating an assessment district ; creating a local improvement district fund therefor ; providing that the payment of said impr4ve- ment be made by special asses u nt on he property in said dis- trict under the mode of payments o m�a erials used, fixed estimate and all other expenses, except cost of labor furnished by federal funds under WPA plan of the Federal Government . WH.il-ZEAS, by Resolution No. 4615 of the City of Everet ' the City Council has declared its intention to order the improv:- ment as above outlined, and doing all other work in connection therewith to make a complete improvement , in accordance with the plans and specifications prepared by the City Engineer of the City of Everett . Section 1: That the alley East of Smith Street from 37th Street South to City Limits; 37th Street from alley East of Smith Street East to Great Northern Railway Company's right of way; and Great Northern Railway Company' s ripl"t of way from 37th Street to 36th Street be improved- by the installa tionof a sewer, and doing all work necessary to make a complete improvement , all according to the plans and specifica- tion s prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of all materials required to make a complete improvement the fixed estimate and all other expenses of every kind , except cost of labor contributed by the Federal Government under VTPA, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such improvement, except as provided in Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3 : There is hereby established a local improvement district to be called "Local Improvement District No. 546 , " which district shall include the following described property, located in Everett , Snohomish County, Washington, to-wit: Block 12, Sines .Acre Tracts; Block 19, Sines Acre Tracts; Lots 9 to 22 inclusive , Block 19, Goodson's Addition to Everett ; Block 26, Sines Acre Tracts; West Half of Block 32, Sines Acre Tracts
