_ IP ORDINANCE NO. 2399 An Ordinance providing for the improvement of Rainier • Avenue, from 15th Street to 16th Street, by the installation of a 6-inch water main and its necessary appurtenances, and doing all other work necessary to make a complete improvement, creating an assessment district , creating a local improvement district [- fund therefor and providing that payment for said improvement be made by special assessment on the property in said district un- der the mode of payment by bonds. WHEREAS, a majority petition of the property owners, pe- titioning for said improvement, has heretofore been filed with the Commissioner of Public Works and said Commissioner has found the things set forth in said petition to be true; and WHEREAS, said Commissioner of Public Works has filed with the ' ity Council all data and information, as required_ by law; and WHEREAS, said Commissioner of Public Works has recommend- ed to the City Council that said improvement petitioned for be made, and it appearing to the City Council that public conven- ience and, necessity requires such improvement to be, rrade; now , , therefore, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Rainier Avenue, from 15th -Areet, to • 16th Street, be improved by the installation of a 6-inch water main and its necessary appurtenances and, doing all other work necessary to make a complete improvement, according to the plans and specifications prepared under the ,-irection of the City En- gineer, which plans and specifications are hereby adopted and ap- • proved. • Section 2: That the cost and expense of such improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment
