• ORDINANCE NO. 2331 . An Ordinance providing for the improvement of Twenty-fourth St., from Baker to Virginia Avenues, by grading and the construc- tion of a 6-inch one course Portland cement concrete pavement 24 feet wide, construction of concrete curbs, installation of neces- sary drainage, and doing all other work necessary in 'connection therewith to make a complete improvement, creating an assessment district, creating a Local Improvement District Fund therefor and providing that payment for said improvement be made by special assessment on the property in said District under the mode of payment by bonds. WHEREAS, a majority petition of the property owners, pe- titioning for said improvement, has heretofore been filed with the Commissioner of Public Works and said Commissioner has found the things set forth in said petition to be true; and WHEREAS, said Commissioner of Public Works has filed with the City Council all data and information, as required by law; and WHEREAS, said Commissioner of Public 'Works has recommended to the City Council that said improvement petitioned for be made , and it appearing to the City Council that public convenience • and necessity requires such improvement to be made; now, there- fore, THE CITY OF EVERETT DOES ORDAIN; Section 1: That Twenty-fourth Street, from Baker to Vir- ginia Avenues, be improved by grading and the construction of a 6-inch one course Portland cement concrete pavement 24 feet wide, construction of concrete curbs, installation of necessa- ry drainage, and doing all other work necessary to make a com- plete improvement, according to the plans and specifications pre- pared under the direction of the City Engineer, which plans and -1
