.40 a it • 41 ORDINANCE NO. ,--219 An Ordinance providing for the improvement of Highland Avenue from 20th Street to 21st Street, by grading to proper grade, construction of concrete curbs and sidewalks and installation of necessary drainage, and doing all other wor$ necessary to make a coip- plete improvement, creating an assessment district, creating a Lo- cal Improvement District Fund therefor, and providing that payment for said improvement be made by special assessment on the proper- ty in said District under the mode of payment by bonds. Whereas, a majority petition of the property owners, peti- tioning for said improvement, has heretofore been filed with the Com- missioner of Public Works and said Commissioner of Public corks has found the things set forth in said petition to be true; and Whereas, said Commissioner of Public :corks has filed with the City Council all data and information, as required by law; and Whereas, said Commissioner of Public a orks has recommended to the City Council that said improvement petitioned for be made, and it appearing to the City Council that public co nvalience and ne- cessity requires such improvement to be made; now therefore, THE CITY OF EVERETT DOES ORDAIN: Section 1. That Highland Avenue, from 20th Street to 21st Street, be improved by grading to proper grade, construction of concrete curbs and sidewalks and installation of necessary drain- age and doing all other work necessary to make a complete improve- ment, according to the plans and specifications, prepared under the dir, ction of the City Engineer, which plans and specifications are hereby adopted and approved. Section 2. That the cost and expense of such improvement , in- eluding all necessary incidental expense, shall be borne by and as- sessed against the property included in the assessment district here- in created in accordance with law.
