1 ORDINANCE NO. 2209 An Ordinance providing fOr the improvement of Twenty-fourth Ctreet from Summit to Cleveland by grading to proper grade, con- struction of concrete sidewalks, installation of necessary drain- age, and making necessary water main changes and doing all other work necessary to make a complete improvement, creating an assess- ment district, creating a Local Improvement District Fund there- for and providing that payment for said improvement be made by special assessment on the property in said District under the mode of payment by bonds. Whereas, a majority petition of the property owners, pe- titioning for said improvement, has heretofore been filed with the Commissioner of Public :forks and said Commissioner has found the things set forth in said petition to be true; and .Whereas, said Commissioner of Public .corks has filed with the City Council all data and information, as required by law; and hereas, said Commissioner of Public forks has recommended to the City Council that said improvement petitioned for be made, and it appearing to the City Council that public convenience and necessity requires such improvement to be made; now, therefore, TT CITY OF EVERETT DOES ORDAIN: Section 1. That Twenty-fourth Street from Summit toCleve- land be improved by grading to proper grade, construction of con- crete sidewalks, installation of necessary drainage and making necessary water main changes and doing all other work necessary to make a complete improvement, according to the plans and spec- ificiations, prepared under the direction of the City Engineer,
