ORDINANCE NO 2160 An Ordinance providing for the improvement of Vj.rginia Ave. from 16th Street to the North line of Remington's 1st Addition, by removal of old lumber, clearing, grubbing, grading to proper grade, installation of necessary drainage , making necessary water main changes and doing all other work necessary to make a complete improvement, creating an assessment district, creating a Local Improvement District Fund therefor, and providing that payment for said improvement be made by special assessment on the property in said district under the mode of payment by bonds, Whereas, a majority petition of the property owners petitioning for said improvement, has heretofore been filed with the Commissioner of Public Works and said. Commissioner has found the things set forth in said petition to be true, and,, Whereas, said. Commissioner of Public Works has filed with the City Council all data and information, as required by law, and, Whereas, said Commissioner of Public Works has recommended to the City Council that said improvement petitioned for be made , and it appearing to the City Council that public convenience and necessity requires such improvement to be made, now therefor, THE CITY OF EVERETT DOES ORDAIN : Section 1 : That Virginia Avenue from 16th Street to the North line of Remington 's 1st Addition be improved by removal of old lumber, clearing, grubbing, grading to proper grade, installation of necessary drainage, making necessary water main changes and doing all other work necessary to make a complete improvement, according to the plans and specifications, prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved.
