11 ORDINANCE NO 2151 An Ordinance approving and confirming the assessment and assessment roll of Local Improvement District No.403, for the improvement of Lombard Avenue from the North line of Hilton 's Second Addition to 16th Street, by clearing and grubbing, grading to proper grade, construction of 6 ' concrete side walks, concrete curbs and gutters , installation of necessary drainage, making necessary water main changes and doing all other work necessary to make a complete improvea nt under Ordinance No .2139 of the City of Everett , levying an assessment on account thereof against the several lots, tracts and parcels of land as shown on said roll, providing for the issuance of bonds therefor and fixing the date of the issuance thereof. TiTEE CITY OF EVERETT DOES ORDAIN : Section 1 : That the assessment and assessment roll of Local Improvement District No.403, for the improvement of Lombard Avenue from the North line of Hilton 's Second Addition to 16th Street , by clearing and grubbing, grading to proper grade, con- struction of 6 ' concrete side walks, concrete curbs and ;gutters, installation of necessary drainage, making necessary water main changes and doing all other work necessary to make a complete improvement under Ordinance No.2139 of the City of Everett , as the same noursta nds, be, and the same is hereby in all things approved and confirmed. Section 2 : That each of the lots, tracts and parcels of land or other property shown on said roll is hereby declared to be specially benefitted by said improvement in at least the amount charged against the same , and that the assessment appear- ing against the same is in proportion to the several assessments appearing upon said roll and there is hereby levied an assessment
