SecttOtl. . . : For the purpose of this ordinance a s ,, cross-connection is declared to be a physical arrangement whereby i4 the public water supply system of the City of Everett , either within or without the limits of said city, is connected with another water supply system, either public or private, in such a manner thata slow water into said Everett water supply system from such other water supply system is possible .
