An Ordinance providing for the improvement of 1 Howard Avenue from Rucker Avenue to High Street and high Street 2 from its intersection with Franklin Street southerly to the 3 south line of 41st Street by grubbing, grading to proper grade, 4 removal of old lumber, construction of concrete walks, install. 5 lation of necessary drainage and doing all other work necess- 6 ary to make a complete improvement , creating an assessment 7 district, creating a Local Improvement District :and therefor, 8 and providing that payment for said improvement be made by 9 special assessment on the property in said District under the 10 mode of payment by bonds, 11 whereas, a majority petition of the property 12 owners, petitioning for said improvement, has heretofore been 13 ' filed with the Commissioner of public works and said Commissioner 14 has found the things set forth in said petition to be true, and, 15 Whereas, said Commissioner of public Works has 16 flied with thee City council all data and information, as 17 required by law, and , 18 Whereas, said Commissioner of Public Works has 19 recommended to the City Council that said improvement petitioned 20 tor be made, and it appearing to theCity Council that public. 21 c venience and necessity requires such improvement to be made, 22 now therefore, 23 l'HE CITY OF EVERETT '.DOES ORDAIN 24 Section 1 : That Howard Avenue from Rucker .avenue 25 to High Street and High Street from its intersection with Franklin 26 Street southerly to the sotit . line of 41st Street, be improved 27 iy grubbing, grading to proper grade, removal of old lumber, 28 construction d'f concrete walks, installation of necessary 29 30 31 -7..•
