ORDINANCE NO. 2410-99 AN ORDINANCE continuing the Solid Waste Management Utility,and modifying rates and charges therefore,and repealing Ordinance No. 2242-97. WHEREAS, for over thirteen years, the Mayor, City Council, and staff of the City of Everett have been intensively involved in solid waste management issues, particularly City Council has authorized and implemented a waste reduction and recycling program, and developed and updated a City of Everett Solid Waste Management Comprehensive Plan; and WHEREAS, said involvement has required many hours of elected officers' and staff time plus direct costs of the services of consultants since 1986; and WHEREAS, as an integral part of management of solid waste, the City Council finds that waste reduction and recycling should be encouraged, emphasized, upgraded, and, if necessary, subsidized in the City of Everett, and that some expenditure of public funds will be required to establish and promote a successful waste reduction and recycling program; and WHEREAS, the City Council of the City of Everett finds that private haulers now provide satisfactory and cost effective solid waste collection services for the single-family residents, multi-family residents, businesses and industries of the City of Everett,but that there is a need to provide publicly-supported coordination and administration of solid waste management, including waste reduction and recycling programs in the City; and WHEREAS, Remedial Investigation and Feasibility Study (RIFS) work at the City of Everett landfill/tirefire site has identified potential adverse environmental impacts at the City's old landfill site. The City Council finds that mitigating these environmental impacts is an appropriate function of the Solid Waste Management Utility. Once environmental impacts are mitigated, the landfill site may become available for other possible uses in the future; and WHEREAS, to establish the public portion of said waste reduction and recycling and solid waste programs, to continue City involvement in solid waste management, and to mitigate the adverse environmental impacts associated with the City of Everett landfill/tirefire site, it is necessary to continue a City of Everett Solid Waste Management Utility and to establish charges for said service; and S:\NCommon\Clenca1CSTAGORD:ORD2242-97(LS 10/1/99) 1
