E!/ 'Err ORDINANCE NO. 3016-07 • AN ORDINANCE creating special improvement projects entitled "Community Development Block Grant Neighborhood Improvements," Programs 201, 202, 203, 204, and 205 of Fund 360 authorizing the construction of improvements as selected by each neighborhood; Port Gardner ($100,000), Riverside ($96,149), Northeast Everett ($100,000) and authorizing $296,149 in Community Development Block Grant funds for these improvements. WHEREAS, the City Council recognizes the need to improve the Port Gardner, Riverside and Northeast Everett Neighborhoods; and WHEREAS, the Port Gardner, Riverside, and Northeast Everett Neighborhood residents provided input and specified their priorities regarding neighborhood improvements for the expenditure of the Community Development Block Grant funds; and WHEREAS, the City Council has allocated from the Community Development Block Grant fund $296,149 to make the needed improvements and to be divided among the Port Gardner, Riverside and Northeast Everett Neighborhoods; and WHEREAS, the U.S Department of Housing and Urban Development approved the grant application for the Community Development Block Grant Program: NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: Special improvement projects are hereby established within Fund 360, as Programs 201, 202, 203, 204, and 205 entitled "Community Development Block Grant Neighborhood Improvements" to accomplish the actions authorized in subsequent sections of this Ordinance. Section 2: Authorization is hereby granted to provide for the development of contract plans, specifications, detailed cost estimates and construction required for the special improvement projects for the Port Gardner, Riverside, and Northeast Everett Neighborhoods. Special improvement projects may include: adding sidewalks, replacing broken sidewalks, neighborhood clean-up/code enforcement, street trees, traffic improvements, street safety projects, drainage improvements, bus shelters, paint up fix up programs, and park improvements. Section 3: Authorization is hereby given to accumulate costs and distribute payments from Fund 360, Programs 201, 202, 203, 204, and 205 to accomplish the "Community Development Neighborhood Improvements."
