7. <br /> E!/ 'Err <br /> ORDINANCE NO. 3016-07 <br /> • <br /> AN ORDINANCE creating special improvement projects entitled "Community <br /> Development Block Grant Neighborhood Improvements," Programs 201, 202, 203, <br /> 204, and 205 of Fund 360 authorizing the construction of improvements as selected <br /> by each neighborhood; Port Gardner ($100,000), Riverside ($96,149), Northeast <br /> Everett ($100,000) and authorizing $296,149 in Community Development Block <br /> Grant funds for these improvements. <br /> WHEREAS, the City Council recognizes the need to improve the Port Gardner, Riverside and <br /> Northeast Everett Neighborhoods; and <br /> WHEREAS, the Port Gardner, Riverside, and Northeast Everett Neighborhood residents <br /> provided input and specified their priorities regarding neighborhood improvements for the <br /> expenditure of the Community Development Block Grant funds; and <br /> WHEREAS, the City Council has allocated from the Community Development Block Grant fund <br /> $296,149 to make the needed improvements and to be divided among the Port Gardner, <br /> Riverside and Northeast Everett Neighborhoods; and <br /> WHEREAS, the U.S Department of Housing and Urban Development approved the grant <br /> application for the Community Development Block Grant Program: <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Special improvement projects are hereby established within Fund 360, as Programs <br /> 201, 202, 203, 204, and 205 entitled "Community Development Block Grant Neighborhood <br /> Improvements" to accomplish the actions authorized in subsequent sections of this Ordinance. <br /> Section 2: Authorization is hereby granted to provide for the development of contract plans, <br /> specifications, detailed cost estimates and construction required for the special improvement <br /> projects for the Port Gardner, Riverside, and Northeast Everett Neighborhoods. Special <br /> improvement projects may include: adding sidewalks, replacing broken sidewalks, neighborhood <br /> clean-up/code enforcement, street trees, traffic improvements, street safety projects, drainage <br /> improvements, bus shelters, paint up fix up programs, and park improvements. <br /> Section 3: Authorization is hereby given to accumulate costs and distribute payments from Fund <br /> 360, Programs 201, 202, 203, 204, and 205 to accomplish the "Community Development <br /> Neighborhood Improvements." <br />
