0011111111 <br /> ApRo/t4ital <br /> ORDINANCE NO. 2425-99 <br /> AN ORDINANCE codifying transportation mitigation policies and repealing previous interim <br /> transportation mitigation policy ordinances. <br /> WHEREAS, the City of Everett Comprehensive Plan transportation policies call for integration <br /> of land use and transportation decisions and SEPA review to ensure that the transportation <br /> system supports future land use and neighborhood quality, provides safe and efficient <br /> transportation facilities, meets adequate levels of service, minimizes or mitigates adverse <br /> environmental impacts, achieves concurrency, and provides for a fair share of the cost of <br /> transportation improvements; and <br /> WHEREAS, the City Council further finds that growth and development should pay a <br /> proportionate share of the cost of the transportation network needed to serve it; ana <br /> WHEREAS, the City has analyzed the impact of new development on the transportation system <br /> through its comprehensive planning and subarea planning processes and has determined <br /> requirements for traffic studies, mitigation, and impact fees that are reasonably related to new <br /> development and are based on studies and experience with the actual impact of projects; and <br /> WHEREAS, the fee schedule for mitigating transportation system impacts has been reasonably <br /> adjusted for taxes and other revenues that are anticipated to be available to fund public <br /> improvements under the City's capital facilities plan and will not fully recover the proportionate <br /> share attributable to new projects; and <br /> WHEREAS,the City Council finds that there are adverse traffic impacts to neighborhood streets <br /> from new development that are not individually included in the City's capital and transportation <br /> improvement plans, and that such impacts should be mitigated through a neighborhood <br /> mitigation program, and <br /> WHEREAS, the Comprehensive Plan seeks to encourage a vital downtown core, and new <br /> projects located in the core area can reasonably be assumed to generate fewer vehicle trips than <br /> in other locations because of the proximity of these projects to urban services and public <br /> transportation, and <br />
