ORDINANCE NO . 181.13 <br /> An ordinance amending Ordinance No. 1814 of the city of <br /> Everett, relating to the improvement of Norton Avenue extension, <br /> and declaring an emergency. <br /> WHEREAS, by Resolution No. 2565 of the city of Everett, <br /> the city council of said city declared its intention to order <br /> the improvement of Norton Avenue extension from the north end of <br /> the trestle now constructed on said Norton Avenue extension to <br /> a point 171.76 feet northeast of the intersection of the east <br /> line of Section 7 of Township 29 North, of Range 5 Fast, with <br /> the west line of the Northern Paoifio Railway Company' s right- <br /> of-way produced, and in pursuance thereof ordinance No. 1814 <br /> was duly passed on December 11, 1917, providing for an improve- <br /> ment district and assess,aents therein, and <br /> WHEREAS, it appears that on account of the present market <br /> conditions as to lumber and labor, the cost of said improvement <br /> would exceed the limit of assessment against said property, and <br /> WHEREAS, it is necessary in order to give adequate fire <br /> protection to the industries served by said proposed extension <br /> that the said improvement be forthwith made, <br /> NOTE THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That Section 2 of Ordinance No. 1814, be, <br /> and hereby is amended to read as follows: <br /> "Section 2: That the coat and expense of such improve- <br /> ment, including the necessary and incidental expenses, shall be <br /> borne by and assessed against the property included in the assess- <br /> ment district herein created in accordance with law except as <br /> herein specified: the city of Everett shall pay out of the Road <br /> and Bridge Fund that portion of the coat and expense of said <br /> improvement in excess of $ 14,082.00 ." <br /> Section 2: That Section 4 of said Ordinance No. 1814 <br /> be and the same is hereby amended to read as follows: <br /> "Section 4: A special fund islhe eby created to be <br />
