July 16, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., July 16, 2025, by <br />President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, Zarlingo, Bader, and Tuohy were present. <br />Council Member Tuohy led the Pledge of Allegiance. <br />Council Member Rhyne recited the land acknowledgement. <br />The minutes of the July 9, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin stated some public safety updates will be coming to Council including lowering <br />speeds on specific streets, graffiti removal, exposing minors to dangerous drugs, and reviewing <br />Stay Out of Drug Areas. <br />PUBLIC COMMENT <br />The following members of the public spoke: Josef Stremick and Michelle Pendergrast. <br />COUNCIL <br />Several Council members thanked the public commenters. <br />Vice President Zarlingo commented on his attendance at the meetings of the Regional Law and <br />Justice Council and the Puget Sound Regional Council Policy Board. <br />Council Member Fosse requested additional information on what Everett Police’s guidance and <br />policy is for identifying federal agents and easing public concerns and an update on the Clark Park <br />Dog Park spigot. <br />Council Member Bader commented on his attendance at the Library Board meeting. <br />Council Member Rhyne echoed the request posed by Council Member Fosse. She also requested <br />the status of the Clark Park Gazebo.
