1 <br /> ORDINANCE NO. 2468-00 <br /> AN ORDINANCE Relating to Protection of Children and Dependent Persons, <br /> Adding a New Chapter to the Everett Criminal Code, Title 10 of the Everett <br /> Municipal Code. <br /> WHEREAS, there is a significant need to protect children and dependent persons, <br /> including frail elder and vulnerable adults, from abuse and neglect by their parents, by <br /> persons entrusted with their physical custody, or by persons employed to provide them <br /> with the basic necessities of life; and <br /> WHEREAS, such abuse and neglect often takes the forms of either withholding from <br /> them the basic necessities of life, including food, water, shelter, clothing, and health care, <br /> or abandoning them, or both; and <br /> WHEREAS, the 2000 Washington State Legislature adopted a new law adding a new <br /> gross misdemeanor crime of Criminal Mistreatment in the Third Degree; and <br /> WHEREAS, State law already includes the gross misdemeanor crime of Abandonment of <br /> a Dependent Person in the Third Degree; and <br /> WHEREAS, the City of Everett City Council deems it appropriate for the City Criminal <br /> Code to be consistent with state law in this area. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: <br /> Definitions. <br /> The definitions in this section apply throughout this chapter unless the context clearly <br /> requires otherwise. <br />
