December 10, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., December 10, <br />2025, by President Schwab. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Bader, Rhyne, Vogeli, <br />Fosse, Tuohy, Zarlingo, and President Schwab were present. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />Council Member Tuohy recited the land acknowledgement. <br /> <br />The minutes of the December 3, 2025, meeting were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin provided an update on the flooding in Snohomish County, advised the Animal <br />Shelter is closed until further notice, and thanked the public for taking in the shelter animals <br />during the flood. She also thanked the Public Works and CERT volunteers for their efforts during <br />the flood and advised the Emergency Operations Center is fully activated and cold weather <br />shelters will be open. She congratulated Everett Transit on receiving a $10 million dollar grant to <br />replace 9 buses with hybrid buses and advised that Everett Transit will be postponing the Mall <br />Station grand re-opening. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received three (3) written comments and the following members of the public spoke: <br />Chris Jones, Kathleen Stewart, Melody Smith, Debra Bordsen, Eileen Simmons, Mary Cline-Stively, <br />Terri Amburgy, Donna Breske, Steve Oss, Michelle Pendergrass, and Scott Sparling. <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members thanked the public commenters and thanked the employees and <br />volunteers working on the flood management. <br /> <br />Council Member Bader reported on his attendance at the National League of Cities 2025 City <br />Summit. <br /> <br />Council Member Rhyne congratulated Chief DeRousse on his retirement from the Police <br />Department.
