WHEREAS, a majority petition of the property-owners petitioning for the above improvement has heretofore been filed with the' commissioner of public works, and said commissioner found the things set forth in said petition to be. true, and WH R. AS, said "commissioner of public works has filed with the city council all data and information in regard to said improve- ment, as is required byelaw, and .+ERAS, the commissioner of public works has recommended to the city council that said improvement petitioned for be made, and it appearing to the council that public convenience and necessity requires said improvement be made, NOW TH.
