ORDINANCE NO. 2585-02 <br /> AN ORDINANCE Relating to Unlawful Race Attendance, Adding a New <br /> Chapter to the Everett Traffic Code, Title 46 of the Everett Municipal Code. <br /> WHEREAS, there is an increasing problem in the City of Everett regarding illegal street <br /> racing and large numbers of people congregating in areas of the City to participate in, <br /> support and/or encourage unlawful race events; and <br /> WHEREAS, the unlawful race events, which have involved up to one hundred vehicles at <br /> a time, endanger the public safety and vastly increase the risk of property damage; and <br /> WHEREAS, the police department is currently utilizing considerable resources and all <br /> existing criminal and civil traffic laws to address this problem; and <br /> WHEREAS, the City of Everett City Council deems it necessary and appropriate to <br /> augment current enforcement efforts by prohibiting persons from knowingly observing, <br /> supporting or encouraging an unlawful race event; and <br /> WHEREAS, the City of Everett City Council finds that prohibiting persons from <br /> knowingly participating in, supporting or encouraging an unlawful race event may <br /> decrease public safety risks posed by such activity; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: <br /> Definitions. <br /> The following definitions apply in this chapter: <br /> A. "Public place" means an area, whether publicly or privately owned, generally visible <br /> to public view, and includes streets, sidewalks, bridges, alleys,plazas, parks, driveways, <br /> parking lots, and the doorways and entrances to buildings or dwellings and the grounds <br /> enclosing them. <br /> B. "Unlawful race event" means an event wherein persons willfully compare or contest <br /> relative speeds by operation of one or more motor vehicles in a public place. <br />
