ORDINANCE NO. 2603-02 <br /> AN ORDINANCE amending the City's parking regulations <br /> concerning the parking of expired or unlicensed vehicles, obstructing <br /> mail receptacle access, the issuance of parking infractions involving <br /> transfer of ownership, and parking in City parking facilities, <br /> amending Ordinance No. 2180-96 (EMC 46.28) <br /> Whereas, the City Council finds that vehicles stopped, standing or parked on City <br /> roadways, alleys and rights-of-way need to be properly and currently licensed; and <br /> Whereas, the City Council finds that parked vehicles sometimes hinder access to <br /> mail boxes and that people should have unobstructed access to their mail <br /> receptacles; and <br /> Whereas, the City Council finds that for certain situations involving the sale or <br /> transfer of a motor vehicle, the time for which the responsibility for traffic <br /> infractions transferring from the seller to the buyer needs to clarified; and <br /> Whereas, the City Council finds that the parking regulations covering City parking <br /> lots needs to be revised to address the enforcement mechanisms and expanded to <br /> include all City owned and controlled parking facilities; <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Ordinance No. 2180-96 (EMC 46.28) is hereby amended by the addition <br /> of the following section: <br /> Vehicle License. <br /> No person shall stop, stand or park a vehicle on any roadway, right-of-way or alley <br /> unless the vehicle has displayed current and proper vehicle license number plates. <br /> Each consecutive twenty-four(24) hour period shall constitute a separate violation. <br /> Section 2: Ordinance No. 2180-96 (EMC 46.28) is hereby amended by the addition <br /> of the following section: <br /> Mail Receptacles. <br /> No person shall stop, stand or park a vehicle on any roadway or right-of-way which <br /> in any way blocks, hinders or otherwise impairs access to a mail receptacle. <br />
