>17 <br /> ORDINANCE NO. 2712-03 <br /> An Ordinance Amending the Everett Comprehensive Plan <br /> Map Designation for a Portion of the Port of Everett Property <br /> Located North of the North Marina Boat Channel, South of the <br /> 10th Street Boat Launch and west of West Marine View Drive from <br /> 5.2 (Maritime Services) and 2.0 (Parks and Open Space), to 4.5 <br /> (Waterfront Commercial), as Part of the 2002 Annual Update <br /> to the Comprehensive Plan, Amending Exhibit A <br /> to Ordinance No. 2021-94, as Amended <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally <br /> allows for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its 8th annual Comprehensive Plan amendment <br /> process in July, 2002, which included consideration of Comprehensive Plan map <br /> designation amendments and rezone applications; and <br /> WHEREAS, the Port of Everett filed the Comprehensive Plan map amendment proposal <br /> contained herein under the 2001 docket cycle and subsequently requested it be continued <br /> and included with the 2002 docket items; and <br /> WHEREAS, the Port of Everett applied for an amendment to the Comprehensive Plan <br /> map designation for a property containing 120 acres located between and including part <br /> of the water area of the existing north marina, north to the 12th Street waterway, and west <br /> of West Marine View Drive from 5.2 (Maritime Services), to 4.5 (Waterfront <br /> Commercial); and <br /> WHEREAS, the Port of Everett's proposal calls for changed uses and increased building <br /> heights on the property that require a Planned Development Overlay - WC zone subject to <br /> a Development Agreement, and <br /> WHEREAS, a Revised Mitigated Determination of Significance (SEPA#02-058) for <br /> the Port's proposal was issued on July 10, 2003; and <br />
