• <br /> /W/-am-A- <br /> ?k" <br /> ORDINANCE NO. 3073-08 <br /> An Ordinance Amending Ordinance No. 2547-01 and <br /> Amending Ordinance 1671-89 as amended (EMC Title 19, the Zoning Code) <br /> Concerning Historic Overlay Standards <br /> WHEREAS, Section 33 of Ordinance No. 1671-89, the Everett Zoning Code, provides for the <br /> designation of Historic Overlay Zone area of the City meeting certain specified criteria; and <br /> WHEREAS, in 1993, through the adoption of Ordinance No. 1923-93, the City designated the <br /> area located on Rucker and Grand Avenues from 10th Street to 24th Street as a Historic Overlay <br /> Zone and adopted certain zoning standards to further the goal of preserving and enhancing the <br /> significant historic architectural qualities of the Historic Overlay Zone; and <br /> WHEREAS, in 2001, through the adoption of Ordinance No. 2547-01, the City designated the <br /> area located on Norton and Grand Avenues, from Pacific Avenue to 35th Street, as a Historic <br /> Overlay Zone; adopted certain standards to further the goal of preserving and enhancing the <br /> significant historic architectural qualities of the Historic Overlay Zone; and modified some <br /> standards which applied to the Rucker Grand Historic Overlay Zone; and <br /> WHEREAS, the Historical Commission reviewed the Guidelines and Standards at their <br /> meetings on May 10, 2006, and July 12, 2006, and recommended amendments to clarify and <br /> update the Guidelines and Standards; and <br /> WHEREAS,proposed amendments were coordinated with proposed Core Area Residential <br /> standards and a Planning Commission workshop was held on March 20, 2007; and <br /> WHEREAS, a SEPA environmental review was completed for the proposed amendments and a <br /> Determination of Non-Significance was finalized on December 6, 2007; and <br /> WHEREAS, Planning Commission public hearings were held on December 11, 2007 and <br /> February 19, 2008, and Planning Commission recommended approval of the amendments; and <br /> WHEREAS,the proposed revisions are consistent with the criteria for updating the Zoning text: <br /> 1. The proposed amendments are consistent with the applicable provisions of the Everett <br /> Comprehensive plan; and <br /> 2. The proposed amendments bear a substantial relation to public health, safety or welfare; <br /> and <br /> 3. The proposed amendments promote the best long term interests of the Everett <br /> Community. <br /> 1 <br />
