ORDINANCE NO. 3083-08 An Ordinance amending Section 4 of Ordinance No. 2616-02 (EMC 19.36.155), as amended, pertaining to electronic changing message signs for schools and religious institutions in residential zones WHEREAS, the City Council adopted Ordinance No. 2616-02, which added the regulations for electronic changing message signs, and WHEREAS, the City Council initiated consideration of a potential amendment to the Zoning Code pertaining to electronic changing message signs for schools and religious institutions in residential zones; and WHEREAS, the Planning Commission held a public hearing on May 20, 2008, during which the Planning Commission considered public testimony and potential changes to the Zoning Code regulations for electronic changing message signs related to schools and religious institutions in residential zones; and WHEREAS, the City Council conducted a public hearing on July 9, 2008, and directed staff to prepare revisions for subsequent consideration by the City Council; and WHEREAS, the City Council did consider the revisions prepared by staff at the August 13, 2008 City Council meeting; and WHEREAS, the City Council finds the following: 1. The proposed amendments are consistent with the Comprehensive Plan; 2. The proposed amendments bear a substantial relation to the public health, safety and welfare; and 3. The proposed amendments promote the best long term interests of the Everett community. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: Paragraph H of Section 4 of Ordinance No. 2616-02, which reads as follows: For any sign which meets the definition of electronic changing message sign, as defined in Section 4.020, the following provisions shall apply:
