ORDINANCE NO. 3096-08 <br /> An ORDINANCE establishing water and filtration rates for inside and outside City customers, <br /> rates for wholesale master meters, rates for sewer service, and surface water management and <br /> repealing Ordinance No. 2805-04 (EMC 14.16.710), Ordinance No. 2804-04, Ordinance No. 2190- <br /> 96, Resolution No. 3568 and amending Ordinance No. 2366-99 (EMC 14.04.020) <br /> WHEREAS, Ordinance 2805-04 was adopted on November 24, 2004 establishing current water and <br /> filtration rates for Everett water customers; and <br /> WHEREAS,the 2008 water cost of service study has been completed; and <br /> WHEREAS,to cover the cost of service, a general rate increase for retail and wholesale metered <br /> accounts and flat rate accounts is necessary to cover operations, maintenance and capital expenditures; <br /> and <br /> WHEREAS,Utilities staff has been working closely with wholesale customers regarding a demand <br /> charge for certain wholesale customers, Utilities recommends that a meter charge be added to <br /> wholesale water charges for West of the Snohomish River wholesale customers; and <br /> WHEREAS, the Washington State Department of Health has adopted Water Use Efficiency Rules that <br /> require all end users of municipal water systems with more than 1,000 connections to be metered in the <br /> next 10 years; and <br /> WHEREAS, Ordinance No. 2804-04 was adopted on November 24, 2004 establishing current sewer <br /> service and surface water management rates; and <br /> WHEREAS, the City of Everett City Council finds that increased sewer service and surface water <br /> charges are necessary to meet NPDES permit requirements as ordered by the Department of Ecology, <br /> continue to aggressively maintain sewer and surface water infrastructure, and expand system capacity, <br /> and an increase in septage dumping rates is necessary to reflect the severe loadings put on Everett's <br /> Water Pollution Control Facility by septage discharges; and <br /> WHEREAS, the City of Everett Council finds that it is necessary and conducive to the protection of <br /> the public health, safety, welfare and convenience of the citizens of the City of Everett to collect <br /> charges from all users who contribute wastewater to the City's sewer collection and treatment system. <br /> The proceeds of such charges so derived are to be used for the purpose of operating, maintaining, and <br /> improving, including debt service the City's sewer system and surface water and drainage systems. <br /> 1 <br />
