OP(e /1. <br /> ORDINANCE NO. 3099-08 <br /> AN ORDINANCE amending Ordinance No. 1671-89, as amended(EMC Title 19); Ordinance <br /> No. 2397-99, as amended; and Ordinance No. 2854-05, as amended; establishing the <br /> "Broadway Mixed Use-BMU"Zone. <br /> WHEREAS,the Land Use and Housing Elements of the Comprehensive Plan include strategies <br /> for the infill and redevelopment of the mixed use arterial corridors of the city; and <br /> WHEREAS, the City of Everett has conducted a Broadway Corridor planning process that <br /> identified potential changes in land uses and recommended changes to the development <br /> regulations to promote and encourage redevelopment and infill of high density mixed use and <br /> commercial uses; and <br /> WHEREAS,the City has conducted an extensive public participation process, including four <br /> public workshops and a public hearing held by the Planning Commission in which staff and the <br /> Commission sought and obtained public input and testimony pertaining to redevelopment in the <br /> Broadway Corridor, and the proposed design guidelines and development standards and the <br /> proposed rezone; and <br /> WHEREAS, the proposed implementing regulations are consistent with the policies of the City <br /> of Everett Growth Management Comprehensive Plan; and <br /> WHEREAS,the land use regulation changes proposed for the Broadway Corridor promotes a <br /> more desirable land use pattern for the Everett community by accommodating projected job and <br /> population growth for the Broadway corridor, encouraging mixed use, and improved <br /> development standards and design guidelines; and <br /> WHEREAS, a SEPA environmental review was completed for the proposed design and <br /> development standards for the Broadway corridor, and a Determination of Non-Significance was <br /> finalized on January 23, 2008; and <br /> WHEREAS,the City Council finds the following: <br /> a.
