01001P, <br /> ?=o <br /> ORDINANCE NO. 2849-05 <br /> An Ordinance Approving an Amendment to the <br /> Comprehensive Plan Map Designation from Mixed Use Commercial <br /> Multi Family (4.4) to Colleges /Universities (2.2) in the Subject Expansion <br /> Area East of the Existing Campus, and a Rezone from B-2 <br /> (Community Business) to B-2-I (Institutional Overlay), including <br /> Adoption of a Master Plan for the Expansion Area. <br /> Everett Community College <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its 2004 annual comprehensive plan amendment <br /> process in July, 2004, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners; and <br /> WHEREAS, Everett Community College (ECC) submitted an application for an amendment to <br /> the Land Use map for a 13 acre expansion area located east of the existing campus (Exhibit"A") <br /> from Mixed Use Commercial—Multi Family(4.4) to Colleges/Universities (2.2), for the area <br /> indicated on the attached map, Exhibit `B-1;" and <br /> WHEREAS, this action also includes a change in zoning for the expansion area from B-2 <br /> (Community Business) to B-2-I(Institutional Overlay), depicted in Exhibit`B-2;" and <br /> WHEREAS, the proposal is based on a Master Plan submitted to the City by ECC in support of <br /> the request, as required, which includes a transit center, early learning center, classroom space, <br /> other college funcitons and added parking capacity; and <br /> WHEREAS, the Planning Commission held two public hearings, the first on February 1, 2005, <br /> and continued it to March 1, 2005, where pubic testimony was received along with ECC <br /> presentations; and <br /> 1 <br />
