ORDINANCE NO. 2852-05141 .11. 14.7 <br /> AN ORDINANCE Amending the Comprehensive Plan Map Designation <br /> from 5.3 Light Industrial and 5.4 Office and Industrial Park to 4.5 Waterfront Commercial for <br /> portions of the Riverfront Area Generally Located South of Highway 2 and East of <br /> Interstate 5/BNSF to the South End of the City's Simpson Property <br /> WHEREAS, the City of Everett adopted a Comprehensive Plan in August, 1994 in conformance <br /> with the Washington State Growth Management Act; and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the schedule established by the Growth Management Act in RCW 36.70A.130(4) <br /> mandates that each city in Washington take action to review and, if necessary, revise its <br /> comprehensive plan to ensure compliance with the Growth Management Act; and <br /> WHEREAS,Everett's deadline to comply with said schedule was December 1, 2004, which was <br /> extended by the state legislature to December 1, 2005; and <br /> WHEREAS,the City initiated the 2004 annual comprehensive plan amendment process in July, <br /> 2004, which included the comprehensive review and amendment per RCW 36.70A.130(4) as <br /> well as Land Use Map amendments proposed by the City and private applicants; and <br /> WHEREAS, in April 2002, City Council approved an updated Shoreline Master Program (SMP) <br /> in Ordinance No. 2600-02, and after approval by the Washington Department of Ecology the <br /> SMP became effective on May 3, 2002; and <br /> WHEREAS,the SMP shoreline environment designation for the riverfront area south of <br /> Highway 2 is Urban Multi-Use and SMP vision statements for the riverfront properties in <br /> shoreline jurisdiction, as well as the landfill, generally provide for high quality mixed-use <br /> development north of 36th Street; a high quality, master planned "lifestyle entertainment center" <br /> on the landfill site; and an attractive, master planned campus-like office park or high quality <br /> mixed use office/residential development on the developable portion of the Simpson site; and <br /> WHEREAS,the intent of the proposed map amendments are to make the Comprehensive Plan <br /> map designation for the Riverfront area consistent with the SMP environment designation and <br /> vision statements; and <br /> 1 <br />
