elliPi <br /> /%vo,0"/°' <br /> ORDINANCE NO. 2853-05 <br /> AN ORDINANCE Amending the Comprehensive Plan Map and Text Relating to the Everett <br /> Station Area Plan and the 2002 and 2004 Comprehensive Plan Updates, <br /> Amending Exhibit A to Ordinance No. 2021-94, as Amended <br /> WHEREAS,the City adopted a Comprehensive Plan in August 1994 in conformance with the <br /> Washington State Growth Management Act; and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City initiated its 2002 annual comprehensive plan amendment process in July, <br /> 2002, which included the proposed revisions to the Comprehensive Plan for the Everett Station <br /> Area; and <br /> WHEREAS, the City completed a SEPA environmental review for the Everett Station Area <br /> Plan, development regulations, and design standards, and issued a revised Notice of Adoption of <br /> EIS and Addendum to the EIS for the Everett Growth Management Comprehensive Plan on <br /> April 18, 2003; and <br /> WHEREAS,the potential impacts of the Everett Station Area Plan, development regulations, <br /> and design standards were considered in the cumulative impact analysis of all 2002 <br /> Comprehensive Plan amendments; and <br /> WHEREAS, following completion of SEPA environmental review and a public participation <br /> process that included several workshops and public hearings, on November 18, 2003, the <br /> Planning Commission recommended that the City Council adopt the Everett Station Area Plan- <br /> Recommended Direction and Implementation that incorporated the Employment Emphasis <br /> Alternative, rather than the Mixed-Use Alternative, which would have allowed housing in the <br /> portion of the area west of Everett Station; and <br /> WHEREAS,the Everett Station Area Plan effort was put on hold while the City worked on the <br /> Riverfront development request for qualifications and the 10-Year Comprehensive Plan update; <br /> and <br /> 1 <br />
