RESOLUTION NO. . ,A41/%•Fma- <br /> A Resolution concerning the Mutual Aid and Assistance Agreement for Washington State <br /> for Intrastate Water/Wastewater Agency Response Network(WARN) <br /> WHEREAS, the establishment of intrastate mutual aid and assistance networks <br /> ("WARN Networks") is a core principle of the National Preparedness Goal developed by the <br /> U.S. Department of Homeland Security; and <br /> WHEREAS,the purpose of WARN Networks is to provide a method whereby water and <br /> wastewater utilities that have sustained damage from natural or manmade events may obtain <br /> emergency assistance in the form of personnel, equipment, materials, and other associated <br /> services from other water and wastewater utilities; and <br /> WHEREAS, as of April 28, 2009, thirty-eight(38) states have established WARN <br /> Networks; and <br /> WHEREAS, the Office of Water Security of the Washington Department of Health has <br /> facilitated the development of the agreement attached to this resolution (the "Washington <br /> WARN Agreement"), which will establish a Washington State WARN Network among <br /> Washington water and wastewater utilities that choose to sign the Washington WARN <br /> Agreement; and <br /> WHEREAS, the City Council finds that it is in the best interest of the City and its water <br /> and wastewater customers to authorize the Mayor to sign the Washington WARN Agreement <br /> and join the Washington WARN Network; <br /> NOW,THEREFORE,it is hereby resolved by the City Council of the City of Everett as <br /> follows: <br /> 1. The Mayor is authorized to sign the Washington WARN Agreement; and <br /> 2. The Mayor is authorized take all other actions necessary to allow the City to join the <br /> Washington WARN Network. <br /> Coun ilperson Intr u ng Resolution <br /> PASSED AND APPROVED this 13th day of May, 2009 <br /> Council President <br />
