/1Pr‘/° 1- <br /> Resolution No. 5743 <br /> A RESOLUTION Declaring an Emergency <br /> Regarding the Repair of the Southwest Sewer Interceptor <br /> WHEREAS, the City of Everett owns and operates the Southwest Sewer Interceptor <br /> ("Line") that conveys sewer to the Everett Wastewater Pollution Control Facility <br /> (EWPCF); <br /> WHEREAS, the average flow rate of this Line is 2.5 million gallons per day, which is <br /> a significant portion of the City's wastewater conveyance system; <br /> WHEREAS, the City provides potable wastewater treatment to approximately <br /> 140,000 residents of Snohomish County; <br /> WHEREAS, the utility needs to evaluate and develop a repair system for this Line; <br /> WHEREAS, the Leak was reported by the Port of Everett at 10:30 a.m., Sunday. <br /> After investigating the leak on this line, it was determined that a wood piling <br /> damaged the bottom of the pipe and was causing the leakage. <br /> WHEREAS, damage, rupture or conveyance of wastewater or failure of the Line <br /> would likely result in disruption of service of this facility, affecting health, sanitation, <br /> and would result in the discharge of wastewater, possibly negatively affecting the <br /> environment, <br /> WHEREAS, immediate action is required to preserve the public health and to protect <br /> life, property, the environment and this essential public function; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF EVERETT that: <br /> 1. Council declares an emergency exists because: <br /> a. Council finds that unforeseen circumstances beyond the control of the <br /> City present a real, immediate threat to the proper performance of the <br /> essential function of conveying wastewater to the EWPCF to the <br /> citizens of Everett and the residents of Snohomish County; <br />
