/114/ /;:A' <br /> Resolution No. 5526 <br /> A RESOLUTION Declaring an Emergency Regarding <br /> the Repair of the No. 5 Water Transmission Line at the <br /> Snohomish River and Ebey Slough <br /> WHEREAS, the City of Everett owns and operates the No. 5 Water Transmission Line <br /> ("Line") that crosses the Shohomish River and Ebey Slough; <br /> WHEREAS, the average flow rate of this Transmission Line exceeds 30 million gallons <br /> per day, which is a significant portion of the City's water conveyance system; <br /> WHEREAS, the City provides potable water to approximately 80% of the 600,000 <br /> residents of Snohomish County; <br /> WHEREAS, fifteen feet of the Line is exposed, undermined, unsupported, and the pipe <br /> is actively collecting large woody debris in the Snohomish River; <br /> WHEREAS, twenty-five feet of the Line is exposed near an overbend in Ebey Slough, <br /> and is not protected from thrust or large woody debris at this location; <br /> WHEREAS, geomorphic, hydraulic, scour, and structural analyses show the Line may <br /> not withstand a 100-year storm event at the Snohomish River or Ebey Slough; <br /> WHEREAS, damage, rupture or other failure of the Line would likely result in <br /> disruption of the transmission of potable water to many residents of the County, <br /> affecting health, sanitation, and fire suppression and would likely result in the <br /> discharge of chlorinated water into the Snohomish River, negatively affecting the river <br /> environment; <br /> WHEREAS, it is not possible to predict when a 100-year storm event will occur; and <br /> WHEREAS, immediate action is required to preserve the public health and to protect <br /> life, property, the environment and this essential public function; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> 1. Council declares an emergency exists because: <br /> a. Council finds that unforeseen circumstances beyond the control of the <br /> City present a real, immediate threat to the proper performance of the <br /> essential function of supplying potable water to the citizens of Everett and <br /> the residents of Snohomish County; <br />
