/114/ /;:A' Resolution No. 5526 A RESOLUTION Declaring an Emergency Regarding the Repair of the No. 5 Water Transmission Line at the Snohomish River and Ebey Slough WHEREAS, the City of Everett owns and operates the No. 5 Water Transmission Line ("Line") that crosses the Shohomish River and Ebey Slough; WHEREAS, the average flow rate of this Transmission Line exceeds 30 million gallons per day, which is a significant portion of the City's water conveyance system; WHEREAS, the City provides potable water to approximately 80% of the 600,000 residents of Snohomish County; WHEREAS, fifteen feet of the Line is exposed, undermined, unsupported, and the pipe is actively collecting large woody debris in the Snohomish River; WHEREAS, twenty-five feet of the Line is exposed near an overbend in Ebey Slough, and is not protected from thrust or large woody debris at this location; WHEREAS, geomorphic, hydraulic, scour, and structural analyses show the Line may not withstand a 100-year storm event at the Snohomish River or Ebey Slough; WHEREAS, damage, rupture or other failure of the Line would likely result in disruption of the transmission of potable water to many residents of the County, affecting health, sanitation, and fire suppression and would likely result in the discharge of chlorinated water into the Snohomish River, negatively affecting the river environment; WHEREAS, it is not possible to predict when a 100-year storm event will occur; and WHEREAS, immediate action is required to preserve the public health and to protect life, property, the environment and this essential public function; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT that: 1. Council declares an emergency exists because: a. Council finds that unforeseen circumstances beyond the control of the City present a real, immediate threat to the proper performance of the essential function of supplying potable water to the citizens of Everett and the residents of Snohomish County;
