rETT <br /> RESOLUTION NO. 5410 <br /> A RESOLUTION waiving the public bidding requirements and for the sole source purchase of services <br /> to relocate existing high voltage power distribution cable to accommodate the South Effluent Pump <br /> Station of the Effluent Transfer Project. <br /> WHEREAS, Everett City Council awarded a bid for the South Effluent Pump Station project on March <br /> 14, 2003; and <br /> WHEREAS, there are a number of large underground utilities proximal to the project; and <br /> WHEREAS, the installation of the 42" steel effluent pipeline makes it necessary to move one of the <br /> existing underground utilities; and <br /> WHEREAS, moving Snohomish County PUD's high voltage power distribution cable will be less costly <br /> than moving a different underground installation; and <br /> WHEREAS, the power distribution cable belongs to Snohomish County PUD and only Snohomish <br /> County PUD can authorize changes to the power distribution system. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT: <br /> 1. City Council finds Snohomish County PUD is clearly and legitimately the only source capable of <br /> relocating the existing high voltage power distribution cable. <br /> 2. City Council finds special market conditions exist,resulting in Snohomish County PUD being the <br /> single source for this service. <br /> 3. City Council hereby waives competitive bidding requirements for the relocation of the existing high <br /> voltage power distribution cable. <br /> 4. City Council hereby authorizes the Purchasing Manager to issue a Purchase Order to Snohomish <br /> County PUD for the work. <br /> Coun ' person Introducing Resolution <br /> PASSED and APPROVED this 3rd day of December , 2003. <br /> Council President <br />
