RESOLUTION NO. 5371 <br /> A RESOLUTION AUTHORIZINGGENERALCONTRACTOR/CONSTRUCTION MANAGER <br /> ALTERNATIVE PUBLIC WORKS PROCEDURE FOR CONSTRUCTION OF THE WATER POLLUTION <br /> CONTROL FACILITIES UPGRADE, SCHEDULE A. <br /> WHEREAS, the City of Everett plans to upgrade its Water Pollution Control Facility; and <br /> WHEREAS,the Project includes construction of two primary clarifiers with sludge grit removal <br /> and scum dewatering systems, headworks grit system improvements, yard piping, biosolids <br /> storage and processing facilities, diversion structures, and other tasks as described as Project <br /> Schedule A in the EWPCF Facilities Plan and Basis of Design Report; and <br /> WHEREAS, the project cost estimate for Project Schedule A exceeds $25,000,000; and <br /> WHEREAS, RCW Chap. 39.10 authorizes the City of Everett to use alternative public works <br /> procedures in appropriate circumstances; and <br /> WHEREAS, the City Council found the project: 1. involves construction at an existing facility <br /> that must continue to operate and meet environmental standards during construction, 2. involved <br /> scheduling, sequence, access, and construction methods and techniques that will be complex, 3. <br /> early involvement and participation of the general contractor/construction manager during the <br /> design phase will allow constuctability review and value engineering to occur during Project <br /> design, resulting in a substantial fiscal benefit to the City and will be critical to the success of the <br /> project; and <br /> WHEREAS, the City Council preliminarily determined the use of the GC/CM alternative public <br /> works procedure of public works contracting serves the public interest and will be used for this <br /> Project, subject to public comment and final determination by this Council; and <br /> WHEREAS, the City Council adopted the Statement of Reasons for using the alternative public <br /> works contracting procedure; and <br /> WHEREAS, A public hearing was held on August 6, 2003 a.m. during the Council's weekly <br /> meeting which commences at 8:30 a.m. City Council accepted oral and written comments at that <br /> public hearing regarding the appropriateness of using the GC/CM alternative public works <br /> procedure of public works contracting; and <br /> WHEREAS, In addition to comments made at the public hearing, written comments were <br /> accepted by the Public Works Department prior to the public hearing and were considered by <br /> City Council at the public hearing; and <br /> S:\TMarks\WPCF\Alternative Delivery\GC CM coucil resolution\ResolutionAuthorizingGCCM.doc <br />
