/(41%,/:41 <br /> RESOLUTION NO. 5328 <br /> A RESOLUTION waiving the public bidding requirements and for the sole source purchase of <br /> Motorola 800 MHz radio equipment. <br /> WHEREAS, Everett City Council approved the Snohomish County Emergency Radio System <br /> (SERS) Interlocal Cooperation Agreement that joined ten jurisdictions to build a regional 800 <br /> MHz trunked radio system; and <br /> WHEREAS, the SERS governing board examined the three domestic manufacturers capable of <br /> building a regional sytem; and <br /> WHEREAS, all brands of radio systems which use this type of technology are essentially <br /> proprietary systems with vendor-specific technologies; and <br /> WHEREAS, SERS asserts that the customer must select only one technology and can use only <br /> mobile, portable, and base station radidos that use that one technology; and <br /> WHEREAS, Motorola was found to be the only acceptable provider because it offered the most <br /> compatibility with installed systems, had the only presence in the region, and could offer both <br /> police and fire agencies compatible communications; and <br /> WHEREAS, SERS elected to develop a sole source contract with Motorola and to negotiate the <br /> best terms possible for such a contract; and <br /> WHEREAS, agencies participating in the SERS system must purchase Motorola brand radio <br /> equipment to be compatible with the regional system. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> 1. City Council finds Motorola, Inc. is clearly and legitimately the only source capable of <br /> supplying the 800 MHz radio equipment required. <br /> 2. City Council finds special market conditions exist, resulting in Motorola, Inc. being the <br /> single source of supply. <br /> 3. City Council hereby waives competitive bidding requirements for the acquisition of the 800 <br /> MHz radio equipment from Motorola, Inc. <br />
