/ <br /> elOyr:Am <br /> RESOLUTION NO. 5322 41 <br /> A RESOLUTION of the City of Everett in opposition to the siting <br /> of the Sea-Based Test X-Band Radar at Naval Station Everett,Washington <br /> WHEREAS,Mayor Frank Anderson and the Everett City Council have always <br /> and will continue to strongly support Naval Station Everett, and consider the men and <br /> women of Naval Station Everett to be vital members of the Everett community; and <br /> WHEREAS,Naval Station Everett is one of several military facilities being <br /> considered for the spring 2005 home porting of the Sea-Based X-Band radar(SBX), <br /> which is a component of the Ground-Based Missile Defense System governed by the <br /> U.S. Army Space and Missile Defense Command; and <br /> WHEREAS,the final decision of the home porting of the SBX is exclusively a <br /> federal decision, but the City of Everett requests that the Department of Defense take <br /> public opinion from Everett residents into consideration during the decision-making <br /> process; and <br /> WHEREAS,upon learning that the City of Everett was a leading contender for <br /> the SBX, the City has seriously and diligently reviewed the matter; and <br /> WHEREAS,the Mayor and Everett City Council requested and received an <br /> extension of the draft EIS public comment period as it relates to the possible siting at <br /> Naval Station Everett until April 15, 2003; and <br /> WHEREAS,at the direction of the Mayor and Everett City Council, two <br /> "Listening Forums"were held on April 5, 2003 at the Snohomish County PUD <br /> auditorium to provide citizens an opportunity to provide input to and receive information <br /> from the Department of Defense as part of the public record; and <br /> WHEREAS,the above mentioned forums attracted 300 citizens who brought <br /> forth valid questions and legitimate concerns regarding the SBX proposal to officials <br /> from the Department of Defense; and <br /> WHEREAS,the Mayor and Everett City Council members have listened to the <br /> citizens' comments and questions regarding the SBX proposal to locate in Everett; and <br /> WHEREAS,the Mayor and Everett City Council believe the public process <br /> leading to the Draft EIS to be inadequate; and <br />
