,?/SP <br /> Mr/ <br /> RESOLUTION NO. 4911 <br /> A RESOLUTION for waiving the public bidding requirements and for the sole source purchase <br /> of forest fertilization with biosolids by Ram Enterprises. <br /> WHEREAS, on April 26, 2000, Everett City Council authorized the Mayor to sign a <br /> memorandum of agreement with King County for Everett to use King County owned forestry <br /> biosolids application equipment; and <br /> WHEREAS, the memorandum of agreement stipulates that all equipment will be maintained and <br /> operated by Ram Enterprises per the contractual agreement between King County and Ram <br /> Enterprises; and <br /> WHEREAS, Ram Enterprises is the only contractor in this region who has access to the <br /> specialized equipment necessary to negotiate forest skid trails while fully loaded without <br /> severely damaging the site while evenly distributing a semi-solid material across the site; and <br /> WHEREAS, Ram Enterprises has been fertilizing forests with biosolids since 1992; and <br /> WHEREAS, Ram Enterprises applied the biosolids in our forest fertilization project in 1996 and <br /> is familiar with our site and the importance of adhering to environmental contraints, <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that because there is clearly and legitimately only one source capable of operating the <br /> special equipment required for forest fertilization with biosolids, the City hereby waives <br /> competitive bidding requirements and authorizes the Purchasing Manager to issue a Purchase <br /> Order to Ram Enterprises of Marysville, Washington to spread biosolids. <br /> /6--ez.vc —7/'a-Le-C-Ced <br /> Council person Introducing Resolution <br /> PASSED and APPROVED this 24th day of May , 2000. <br /> a <br /> 410 i /moi <br /> Counci'President <br />
