/7./Scam <br /> City of Everett <br /> Resolution No. 4910 <br /> A Resolution Authorizing Application for Funding Assistance for an Aquatic Lands <br /> Enhancement Account(ALEA)Project to the Department of Natural Resources. <br /> WHEREAS,under the provisions of Chapter 79.24.580, RCW, state funding assistance <br /> has been authorized and made available to aid in financing the cost of land and the <br /> construction of facilities for public access to, and enhancement of, state-owned aquatic <br /> lands, and <br /> WHEREAS,the City Council of Everett considers it in the best public interest to <br /> construct a bicycle and pedestrian bridge from East Marine View Drive across the <br /> Snohomish River to Langus Riverfront Park on Smith Island, and to provide valuable <br /> habitat restoration and enhancement on Smith Island, and <br /> WHEREAS,the pedestrian bridge across the Snohomish River in the vicinity of <br /> Interstate 5 is included in the Non-Motorized Transportation Facilities sub-element of the <br /> Transportation Element of the Everett Growth Management Comprehensive Plan, and is <br /> included in the Everett Parks and Recreation Comprehensive Plan, and <br /> WHEREAS,the habitat restoration and enhancement project adjacent to State owned <br /> aquatic lands and in proximity to the proposed pedestrian bridge will provide the public <br /> the opportunity to learn about salmon recovery efforts and benefits. <br /> NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Everett, <br /> Washington: <br /> 1. That the Mayor be authorized to make formal application to the Department of <br /> Natural Resources; <br /> 2. that any funding assistance so received be used in the right-of-way acquisition(if <br /> necessary), design and construction of a bicycle and pedestrian bridge across the <br /> Snohomish River between East Marine View Drive and Langus Riverfront Park, <br /> and for the habitat restoration and enhancement project adjacent to Union Slough; <br /> 3. that the City's 50%matching share for the project be derived from capital <br /> improvement project funds,real estate excise taxes, developer contributions,the <br /> Utilities Division(limited to habitat restoration costs and paving of 4th Street SE), <br /> and other sources, as appropriate, prior to the execution of the grant agreement; <br />
