,Ilipp 7T RESOLUTION NO. 4837 A RESOLUTION for waiving the public bidding requirements and for the sole source purchase from Mars Company of one mobile water meter test van. WHEREAS, a water meter test van is a unique specialty vehicle designed for testing of cold water meters at field site installations; and WHEREAS, such a van is fitted with equipment to facilitate field repair of meters without pulling the entire meter from service, operate remotely from outside the van, test meters in place using custom designed software that will be compatible with our stationary meter testing software, and employ automated test software that is both consistent and accurate; and WHEREAS, various systems, components and software must be assembled into a unit that operates as one fully integrated unit, and WHEREAS, currently only Mars and Ford manufacture stationary water meter test benches; and WHEREAS, of those two companies, only Mars has incorporated water meter testing into a mobile unit, and WHEREAS, it is necessary that field test equipment be designed to work in conjunction with the test equipment in the test lab at the Service Center; and WHEREAS, Seattle area factory representation is available to provide on-site service, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT that there is clearly and legitimately only one source of supply for a mobile water meter test van that meets the City's needs, the City hereby waives competitive bidding requirements and authorizes the Purchasing Manager to execute an agreement for the purchase of one (1)mobile water meter test van from Mars Company, Ocala, Florida for the delivered purchase price of$145,186.98 including Washington State sales tax. oi&— f)ett.4,W Council person Introducing Resolution PASSED and APPROVED this 29th day of November , 1999.
