R <br /> RESOLUTION NO. 4824 ETT <br /> A RESOLUTION for waiving the public bidding requirements and for the sole source purchase from <br /> Aeromix Systems, Inc. for six each 10 hp Tornado®Aerators . <br /> WHEREAS,the Everett Water Pollution Control Facility lagoon system presents significant debris <br /> and grit handling challenges for aeration equipment, which can result in very high maintenance and <br /> operation expenses; and <br /> WHEREAS, there are only three known vendors of low turbulence aspirator aerators; and <br /> WHEREAS, EWPCF has extensive experience with products of one vendor, which have performed <br /> poorly with high maintenance costs and time expenditure; and <br /> WHEREAS, the City of Marysville has extensive experience with another vendor's products, <br /> and they performed poorly, costing the City of Marysville increased maintenance, time and <br /> expense; and <br /> WHEREAS, such products would not meet the City's technical requirements or requirements for <br /> reliability, durability and performance; and <br /> WHEREAS, EWPCF staff recommends field testing this equipment prior to purchase; and <br /> WHEREAS,Aeromix Systems has agreed to rent the City six Tornado® Surface Aspirating Aerators <br /> for three months at a cost of$3,934.00 per month. Should the City decide to purchase this <br /> equipment, 90%of the first three months'rental fees would be applied towards the purchase price of <br /> $6,767.00 each; and <br /> WHEREAS, Aeromix Systems, Inc. of Minneapolis MN is the manufacturer and Goble Sampson <br /> Associates Inc. of Issaquah WA is the sole distributor of Aeromix Tornado®equipment in the <br /> Northwest region, <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that because there is clearly and legitimately only one source of supply of low turbulence <br /> aerators that meet the City's needs,the City hereby waives competitive bidding requirements and <br /> authorizes the Purchasing Manager and execute an agreement for the lease/purchase of six(6) <br /> Tornado® Surface Aspirating Aerators, which agreement will provide that 90%of the rental fee shall <br /> be applied toward the purchase price of$45,073.97, including freight and sales/use tax, should the <br /> City decide to purchase the aerators; and be it <br /> FURTHER RESOLVED,that if City staff determines the trial to be successful,the Purchasing <br /> Manager is authorized to execute such documents as are reasonably necessary to exercise the <br /> purchase option and purchase the aerators. <br /> Ator4;.//C7- -(0(4)"'"-'ef <br /> Council person Introducing Resolution <br /> PASSED and APPROVED this 27th day of October , 1999. <br /> Council President <br />
