• <br /> : I : • • <br /> ORDINANCE NO. 2/(9S' 94 <br /> AN ORDINANCE approving recommended changes in the City Charter to be <br /> forwarded to the County Auditor to be placed on the November 5, 1996, ballot. <br /> WHEREAS, the Everett City Charter was adopted at a Special Election held June 25, <br /> 1968, and amended in 1978 and 1982: and <br /> WHEREAS, the Charter Review Committee was formed to examine the Charter and <br /> recommend any changes it felt appropriate; and <br /> WHEREAS, the Charter Review Committee met over a period of months and did examine <br /> the Charter; and <br /> WHEREAS, the Charter Review Committee's evaluation culminated recommended <br /> changes; and <br /> WHEREAS, Council has reviewed the recommended changes to the Charter and, with <br /> some modifications and additions, wishes to place these proposed changes on the <br /> November 5, 1996 ballot for consideration by the citizens of Everett. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: The Snohomish County Auditor, as ex officio supervisor of all elections <br /> held in Snohomish county, is hereby requested to place the proposed City Charter changes <br /> specified below on the ballot for the November 5, 1996, General Election. <br /> Section 2: The Clerk of the City is hereby authorized and directed to certify the <br /> proposed Charter changes as specified below to the Snohomish County Auditor <br /> substantially in the form of the proposition which follows each proposed change. <br /> Section 3: New section It is recommended that a new section be <br /> added to the City Charter, to read as follows: <br /> Periodic Review of Charter. <br /> The City shall convene, not later than February 15, 2006, and at least once within <br /> each ten-year period thereafter, a Charter Review Committee, which shall review the <br /> Charter of the City of Everett and recommend to the City Council such additions, <br /> deletions, changes and amendments as the Committee shall deem appropriate. The <br /> Committee shall be composed of not less than seven nor more than ten members <br /> appointed by the Mayor, and a like number appointed by City Council, plus one <br /> member to be selected, as its first item of business, by the members of the <br />
