• • ORDINANCE NO . 2150-96 AN ORDINANCE authorizing the Board of Park Commissioners to establish sub committees and amending Ordinance No. 5-68 (Chapter 2 . 16 EMC) Whereas, the City Council recognizes that the City' s youth and children are one of the community' s most valuable and treasured resources; and Whereas, the City Council finds that the City is committed to maintaining and improving Everett' s quality of life for the City' s children and youth; and Whereas, the City Council finds that today' s youth are tomorrow' s leaders, and such a valuable resource cannot be overemphasized nor their specific needs overlooked; and Whereas, the City Council finds that the City has previously had a Youth Advisory Committee and a Commission on Children and Youth which provided youth with a forum for expressing their view, providing advice and recommendations to the Mayor and City Council; and Whereas, the City Council finds that the formalized process established by the City Charter concerning City committees does not provide for a proper forum for the children and youth to provide input to the City and that a less structured committee process would be better; and Whereas, the City Council finds that the Parks Department is involved in the majority of the children and youth related issues and that the Parks Department should be the department to which any such children and youth committee should be accountable; and Whereas, the City Council finds that the Board of Park Commissioners is the advisory board to the Parks Department and that the issues of the City' s children and youth are germane to the purpose of the Board which is to be an advisory body to the City on park and recreation matters; and Whereas, the City Council finds that it is appropriate for there to be a subcommittee of the Board of Park Commissioners charged with the responsibility of advising and making recommendations to the Board on issues as they relate to the children and youth of Everett; and 1
