• <br /> • <br /> ORDINANCE NO . 2150-96 <br /> AN ORDINANCE authorizing the Board of Park Commissioners to <br /> establish sub committees and amending Ordinance No. 5-68 <br /> (Chapter 2 . 16 EMC) <br /> Whereas, the City Council recognizes that the City' s youth and <br /> children are one of the community' s most valuable and treasured <br /> resources; and <br /> Whereas, the City Council finds that the City is committed to <br /> maintaining and improving Everett' s quality of life for the City' s <br /> children and youth; and <br /> Whereas, the City Council finds that today' s youth are tomorrow' s <br /> leaders, and such a valuable resource cannot be overemphasized nor <br /> their specific needs overlooked; and <br /> Whereas, the City Council finds that the City has previously had a <br /> Youth Advisory Committee and a Commission on Children and Youth which <br /> provided youth with a forum for expressing their view, providing <br /> advice and recommendations to the Mayor and City Council; and <br /> Whereas, the City Council finds that the formalized process <br /> established by the City Charter concerning City committees does not <br /> provide for a proper forum for the children and youth to provide <br /> input to the City and that a less structured committee process would <br /> be better; and <br /> Whereas, the City Council finds that the Parks Department is involved <br /> in the majority of the children and youth related issues and that the <br /> Parks Department should be the department to which any such children <br /> and youth committee should be accountable; and <br /> Whereas, the City Council finds that the Board of Park Commissioners <br /> is the advisory board to the Parks Department and that the issues of <br /> the City' s children and youth are germane to the purpose of the Board <br /> which is to be an advisory body to the City on park and recreation <br /> matters; and <br /> Whereas, the City Council finds that it is appropriate for there to <br /> be a subcommittee of the Board of Park Commissioners charged with the <br /> responsibility of advising and making recommendations to the Board on <br /> issues as they relate to the children and youth of Everett; and <br /> 1 <br />
