• "Op <br /> ORDINANCE NO. 2137-96 <br /> AN ORDINANCE amending the Land Use Hearing Examiner Ordinance, <br /> Ordinance No.'s 1969-93, 1532-88, 1121-85, 819-81, 692-80 and <br /> repealing §4 of Ordinance No. 1121-85, §3 of Ordinance No. 952-83, §8 <br /> of Ordinance No. 819-81, §21 and 23 of Ordinance No. 692-80 and <br /> declaring an emergency to exist. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Section 2 of Ordinance No. 692-80 (EMC 2.23.020)which reads as follows: <br /> 2.23.020 Purpose. <br /> The purpose of this chapter is to provide an administrative land use regulatory system <br /> which will best satisfy the following needs: <br /> A. Provide a single, efficient, integrated land use regulatory hearing system; <br /> B. Render land use regulatory decisions and recommendations to the City Council; <br /> C. Provide a greater degree of fairness and due process in land use regulatory hearings; <br /> D. Separate the City's land use planning program from the land use regulatory process; <br /> E. Protect the community's general health, safety and welfare as provided for in RCW <br /> Chapter 35.63. <br /> be and the same is hereby amended to read as follows: <br /> 2.23.020 Purpose. <br /> The purpose of this chapter is to provide an administrative land use regulatory system <br /> which will best satisfy the following needs: <br /> A.
